Vanguard STAR holds well-regarded active Vanguard funds at a low fee. It retains its Morningstar Analyst Rating of Silver.

Vanguard created STAR in 1985 to serve as a core holding for individual investors. With a current low $1,000 investment minimum, this 60/40 equity/bond fund gives investors access to 10 actively managed Vanguard funds. Highlights include Gold-rated Vanguard PRIMECAP and Vanguard International Growth, and Silver-rated Vanguard International Value and Vanguard Long-Term Investment Grade. Five funds are Bronze-rated and two are Neutral. (All ratings references as of February 2021.)

Vanguard's portfolio review department is primarily responsible for asset allocation and fund selection, and keeps things steady. The last allocation change was in 2010 when it raised the international exposure within the equity sleeve from 20% to 30%. The last fund change was in 2001, when it commenced exposure to international equities with the addition of Vanguard International Growth and Vanguard International Value. The PRD is also responsible for manager selection for the underlying funds, most of which are multimanager funds. For these funds, the PRD is more active. Since 2019, the team has made changes to the subadvisor lineup for three funds and oversaw the merger of Vanguard US Growth and Vanguard Morgan Growth, both of which were STAR holdings. In total, investors in STAR have about two dozen investment teams managing their money. Subadvisor and individual manager changes, each of which occur about once a year, result in less transparency, and the Process retains its Average rating.

Over the last decade through January 2021, the fund's 9.7% annualized return handily outperformed the Morningstar Moderate Target Risk Index's 7.6% return. The fund's tilt towards U.S. equities and slightly longer bond duration, relative to the benchmark, have been tailwinds. Strong outperformance by the international equity sleeve (returning 8.6% vs the MSCI ACWI ex-USA Index’s 5.3%) also helped drive STAR’s performance over that period.
